Jerry B. Partlow, CEO

For over 30 years, Jerry Partlow has provided insurance services to his clients in the Winchester area and nationally. His knowledge of the insurance industry and his experiences serving his local clients, private special education centers around the country, and physicians in Partlow Insurances region puts Jerry in unique company within the insurance industry.

Jerry is recognized nationally for his innovative designs and developments of Association related Insurance Programs. He has a longstanding relationships with NAPSEC (National Association of Private Special Education Centers) in Washington, D.C.; VAISEF (Virginia Association of Independent Special Education Facilities) in Virginia; and ASAH in new Jersey. Recent endorsements of Partlow Insurance include IAPSEC (Illinois Association of Special Education Centers) in Illinois and AAPSEC (Arizona Association of Special Education Centers) in Arizona.

Jerry is also a recognized expert in malpractice insurance and related services for the medical industry. In addion to his insurance experience, jerry Partlow served on the Winchester City Council for three terms (12 years). While on City Council he chaired the finance committee, the social service committee and the education committee. He has also served and continues to serve on numerous nonprofit boards of directors.

Michael D. Partlow, President

Michael Partlow serves as the President of Partlow Insurance Agency. He works primarily in the commercial lines and group benefits divisions. Michael has been in the insurance business since he graduated from the College of William and Mary in the spring of 2000. At William and Mary, Partlow obtained a Bachelor of Business Administration with a concentration in finance and was a member of the football team. He started his career with American Express Financial Advisors in Richmond, VA before coming to Partlow Insurance in May of 2001.

In his free time, Michael coaches a little league football team in the Winchester/Frederick County Youth Football program. Michael previously served as a member of the Board of Directors for the Independent Insurance Agents of Virginia and has served on several committees within the organization.

Brian S. Partlow, Vice President

Brian Partlow serves as the Vice President of Partlow Insurance Agency. Brian works primarily in the social services and non-profit division. Brian joined Partlow Insurance in July of 2009 after spending nearly 10 years coaching football in both the collegiate and professional ranks including stops in Albany NY, Williamsburg VA, Indianapolis IN, Richmond VA, Winchester VA, Denver CO, Austin TX, and Cleveland OH.

Brian currently resides in Ashburn Virginia with his wife and two children.

John M. Markwood, P.h.D., Vice President, Association Services

John M. Markwood is the son of missionary parents and was born and raised in Cuba. His high school education included boarding school, far from home and family, kindling a desire to work with youth in residential settings. A B.A. degree from the University of Colorado was followed by graduate study at the University of Virginia leading to an M.Ed. in Special Education for Emotionally Disturbed, and a Ph.D. in the same field with interdisciplinary minors in Adolescent Psychology and Juvenile Delinquency. His early professional career includes public school teaching and teaching in a residential and hospital settings.

Following completion of his doctorate and an internship in special education with the Virginia Department of Education, he joined the Fairfax Public Schools as a specialist in Secondary Programs for Emotionally Disturbed. In 1977, he was appointed Executive Director of the Leary Educational Foundation that owns and operates Timber Ridge School near Winchester, Virginia. He retired in 2007, after completing 30 years of leading the organization to its current status as the placement of choice for behaviorally disordered youth in Virginia.

John has been active in positions of leadership in the special education field throughout his career, to include the presidency/chairmanship of Virginia Association of Independent Specialized Education Facilities (VAISEF), the Virginia State Federation of the Council for Exception Children (VaCEC), and the Virginia State Special Education Advisory Committee. He has served on numerous State task forces and committees, the Board of Directors of the National Association of Private Schools for Exceptional Children (NAPSEC), and many roles in regional and local educational groups. His numerous awards include the Kuhn-Barnett Award, the highest award given by VaCEC, and the 2007 NAPSEC Executive of the Year. Upon his retirement from Timber Ridge School, John joined the Partlow Insurance Agency to assist in the development of the growing service to private special education facilities. His 30 years experience as an executive gives him a valued perspective on the needs of our schools.

John and his wife Jean have five grown children and six grandchildren at various stages of development. They live in Winchester.

David Partlow, Vice President, Transportation

David Partlow began working at Partlow Insurance in August of 2009 after spending 25 years with Fleetwood Travel Trailers as both a production manager and a Plant General Manager. After his career with Fleetwood, David spent seven years as the General Manager and co-owner of a travel trailer manufacturing facility in Winchester, VA. David’s primary responsibilities at Partlow are as a producer in both the Transportation and Commercial Lines Departments.

A graduate of John Handley High School and James Madison University with degrees in Business Management and Marketing, David is married with one son who will graduated from Sherando High School with the class of 2010 and is attending Virginia Tech. David enjoys outdoor activities and sporting events.
